
The Memorandum of Understanding (MoU) signed between Dubai’s Roads and Transport Authority (RTA) and US-based firm The Boring Company during the 2025 World Governments Summit aims to study the implementation of the ‘Dubai Loop’ tunnel project. This futuristic transportation system is set to transform passenger mobility by offering rapid connectivity solutions, reducing travel time, and enhancing the seamless flow of tunnel transportation across the city.
According to John Hering, Lead Investor and Senior Advisor to The Boring Company, the project adopts a fully integrated vertical approach to streamline operations and reduce costs. The aim is to construct safe, fast, and cost-efficient tunnels for passenger transit, utilities, and freight. The loop system incorporates innovative and sustainable technologies, providing rapid execution, lower costs compared to conventional tunneling methods, and minimal impact on existing infrastructure and road networks.
The scope of the MoU involves conducting studies, exchanging information, and sharing knowledge on the specifications and standards required by the RTA for innovative transport systems. It also includes insights into current and future mobility trends, with a focus on developing tailored transportation systems to meet the city’s evolving needs.
The agreement signals a strategic partnership between both parties to strengthen tunnel excavation and construction capabilities. The World Governments Summit, held under the theme ‘Shaping Future Governments’, provided a platform for over 30 heads of state and government, international organizations, government delegations, and experts to discuss advanced and sustainable mobility solutions.
During the signing ceremony, His Excellency Mattar Al Tayer, Director General, Chairman of the Board of Executive Directors of RTA, highlighted the importance of forging partnerships with global companies to advance Dubai’s position in innovative transport solutions. The ‘Dubai Loop’ tunnel project, with a planned 17-kilometer tunnel and 11 stations, is part of a long-term vision to create a citywide loop transportation network that caters to the city's growing population and mobility needs.
