New Dubai Initiatives for Urban Development and Education

At the meeting of the Dubai Executive Council held in March, new projects aimed at supporting urban development, as well as the educational and legal sectors, were approved. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum noted that Dubai's global leadership is a result of the vision of Mohammed bin Rashid and planned initiatives aimed at providing opportunities and resources to individuals, families, and communities.

The approved projects include the allocation of 1.46 million square meters for affordable housing, which will allow for the development of 17,080 housing units. A new policy was also approved to improve results in the study of the Arabic language and Islamic studies in private schools in support of Dubai's Education Strategy 2033. Furthermore, a project for independent legal consultants was approved, enabling Dubai residents to access legal consultations independently of a physical office.

The head of Dubai, Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, approved a series of policies and initiatives aimed at expanding access to affordable housing, improving educational outcomes, and supporting independent jurists in Dubai. Emphasizing the importance of expanding access to affordable housing and enhancing education, Sheikh Hamdan confirmed that Dubai's position as a leading global city is based on a strategy focused on supporting individuals, families, and communities.

New housing units will be offered at affordable rates, and will provide quality housing with access to infrastructure and essential services. The project will be implemented under the guidance of the Supreme Committee for Urban Planning and implemented by the Dubai Land Department, the Dubai Municipality, the Roads and Transport Authority, the General Directorate of Residency and Foreigners Affairs – Dubai, the Dubai Civil Defense, and the Dubai Housing Corporation.

The approved educational policy supports Dubai's goal of entering the ranks of the top ten best cities in the world for quality education. The initiative is aimed at preparing qualified specialists in Dubai, with a focus on developing more dynamic communities, supporting economic growth, creating job opportunities, and improving access to quality housing and essential services for all income levels.

"Our national identity is a source of pride, and it is important to promote our values from the earliest stages of education. This also contributes to closer cooperation between teachers and parents, recognizing the role of both schools and families in strengthening cultural and national identity among students."

"The policy is based on the potential for strengthening the capabilities of future generations, enriching school programs, modernizing educational instruments, and reinforcing the positions of Emirati teachers," he noted.

Sheikh Hamdan also approved the project for independent legal consultants – a flexible licensing model, allowing Dubai residents to engage in legal consultations independently of the necessity to establish a physical office.

"The profession of a jurist is continually evolving, and we support Emiratis in exploring opportunities in this dynamic field. Dubai remains a center of entrepreneurship, supporting innovative working models, while balancing work and personal life, improving the quality of life," emphasized Sheikh Hamdan.

The meeting of the Executive Council was held at the Emirates Towers building in the presence of Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, the second deputy ruler of Dubai.

The affordable housing project corresponds to the approved Council Policy on affordable housing and the objectives of Dubai's Urban Master Plan 2040.

An autonomous project for legal consultants. Citizens will be able to access legal consultations independently, excluding judicial practice, in specific legal areas. The policy is also aimed at increasing the number of Emirati teachers in Arabic language and Islamic studies.

"The formulation of the future and achieving sustainable growth through strengthening is our long-term principle for Dubai. We realize this strategy through inter-sectoral interaction, ensuring the preservation of Dubai as a preferred place for the most ambitious global talents," underscored the Sheikh.

"According to the Policy on affordable housing in Dubai, we have approved the allocation of 1.46 million square meters of land for affordable housing, allowing for the development of 17,080 housing units. Special emphasis is placed on effective early childhood education methods to enhance success in learning Arabic and Islamic studies. The first phase includes the development of six districts in Al Muhaisnah 1, Al Twar 1, Al Qusais Industrial 5, and Al Lehia 1. The program is focused on real estate and personal family law, creating opportunities for Emiratis, including academicians, pensioners, and those seeking alternatives to remote work. The program will be implemented and evaluated separately for legal issues by the Dubai Government. The policy includes a partnership program for parent-school support for the development of educational plans. This policy represents a joint effort of educational institutions, experts, and parents to equip students with essential bases in these compulsory subjects. The initiative is aimed at contemporary educational materials that can help develop critical thinking and research skills among students, simultaneously contributing to professional development among teachers. Within the framework of the first phase, training for candidates for obtaining licenses is included."
