EU Endorses Digital Euro with Online and Offline Functions

On Friday, the Council of the European Union endorsed a negotiating position on the 'digital euro' that includes both online and offline functionalities. This differs from previous proposals by the European Parliament, which focused solely on offline use. Under the Council's new position, the digital euro will be issued by the European Central Bank and will be usable anytime and anywhere, regardless of whether users are online or offline. Previously, Fernando Navarrete, the European Parliament's rapporteur on the digital euro, had called for the use of an offline-only model to preserve user privacy and the unit's flexibility.
