Today, January 1, 2026, marks the activation of the second phase of implementing Ministerial Decision No. (380) of 2022, which bans the import, production, or trade of a new group of 'single-use plastic products and bags'. The Ministry of Climate Change and Environment had previously clarified in a statement that the ban covers a specific list of single-use items, including beverage cups and their lids, cutlery (spoons, forks, knives, chopsticks), plates, straws, stirrers, and food containers and boxes made from polystyrene (foam). The decision also imposes a comprehensive ban on 'single-use bags' regardless of the material they are made from, including paper, if their thickness is less than 50 microns, starting from the same date. The ministry highlighted that to ensure the smooth flow of commerce and support the industrial sector, there are specific exceptions to this ban. These include products intended for export, where the production of banned items is permitted if they are destined for export or re-export outside the country, provided a clear 'label' is indicating that, with their trade prohibited in the domestic markets. Also exempt are bags and products made from recycled materials within the country, to encourage local recycling industries. Other exceptions include: medicine bags, garbage bags, very thin plastic rolls used for storing fresh foods like meat, vegetables, and bread, and large shopping bags designed for clothing, electronics, and toys. The ministry called on all establishments, markets, and suppliers to fully comply with the decision's provisions and to actively contribute to achieving the state's environmental goals. The Assistant Under-Secretary for the Sustainable Communities Sector at the Ministry of Climate Change and Environment, Engineer Aliya Abdulrahim Al-Hermoudi, had stated that implementing this decision represents a pivotal milestone in the country's journey towards building a more sustainable future.
