The cause of this 'secessionist drift,' as we see it, stems from feelings of disappointment and frustration expressed by a team of negotiation parties and groups of European Union-supported NGOs. These parties perceive a delay and a lack of seriousness on the part of influential countries and forces in the negotiations to phase out fossil fuels.
