
The Department of Land and Property Relations in Dubai has completed the preparation of a guide for the development of real estate in cooperation with more than 23 government and non-governmental organizations that provide services related to real estate development.
The guide covers the process of real estate development through its various stages, which are divided into three main ones: the stage of approval of the general project plans, issuance of building permits, and completion of the project, the stage of sales and marketing.
The guide emphasizes the interests of agents in real estate, confirming the interest of the government to support activity in the field of real estate development in the emirate, through complete interaction of government and private organizations in both sectors, which contributes to achieving supremacy and leadership.
It is noted that the first stage, pre-development, includes obtaining licenses, while the issuing authority of the license depends on the geographical location of the company’s main office or the real estate developer.
Most areas in Dubai fall under the Department of Economy and Tourism of Dubai as a licensing authority, at the same time the real estate developer can obtain a commercial license from the Department of Development of Dubai, if the company's headquarters or developed projects are located within the jurisdiction of the Department of Development of Dubai.
At this stage, the developer submits an application for registration under an appropriate trade name for a commercial license, after which the license is issued following the approval of the Department.
The department indicated that the second stage includes the stage of development, the most important stage, which includes most services necessary for the developer during the development phase, as well as the necessity of the developer in utilizing services provided by most joint organizations in the development process.
This stage of real estate development is divided into several subsections, each of which includes a set of services that the developer must provide. These subsections can be summarized in three steps, starting with the stage of approval of the general project plans, which is the decisive stage, without which the developer or the authorized consultant cannot start construction, preliminary approval from the related authorities of the general project plan.
The second step is the issuance of building permits and the certificate of completion; at this stage, permission is obtained for construction, all construction works on the project are completed to receive the certificate of completion and connect services.
The third step is the stage of sales at the time of project completion, which requires the developer in case of desire to sell to be ready.
The authority pointed out the third and final stage, representing the subsequent stage after development, which relates to services that the developer can request after project completion and obtaining the completion certificate from the licensing authority, including services that the developer can request after completing development and transferring project account balances (in case of sale of completed real estate units on the market).
