
Yesterday, the Ministry of Economics announced that the OAE submitted 11 complaints regarding the fight against dumping, requiring protection from dumped and subsidized imports of a range of goods and production from 12 countries in 2024.
In the report titled "Investigations into dumping, submitted in 2024 by the government" the Ministry explained that among the dumped goods and production are steel pipes, unbleached paper, cardboard, sheet and plate aluminum alloys, cement, automotive batteries, ceramic tiles, polymers, mushrooms, conductors, and electrical switches.
The Ministry of Economics reported that complaints regarding dumping were submitted against 12 countries including China, India, Poland, Spain, Iran, Korea, Japan, Taiwan, Germany, France, and Turkey. It noted that some jurisdictions have complained about dumping in certain cases, while in others they were dismissed.
"Dumping" is defined as an export of goods to a country at prices lower than the usual price of such product in the country of import within the context of ordinary trade.
It should be noted that the mechanisms for combating dumping play a significant role in protecting national industries from harmful practices in international trade, especially in the conditions of market openness between countries and strengthening competition between domestic and imported products.
According to Federal Law No. 1 from 2017 on measures against dumping and related compensatory and preventive measures, the national industry or its representatives may submit a complaint regarding harmful practices in international trade directly to the relevant authority in the Ministry of Economics or through the relevant government authority of each emirate for forwarding it to the managing authority.
The administration has the right, based on the minister's decision or the person assigned by him, to initiate an investigation regarding harmful practices in international trade if there is sufficient evidence of the existence of harmful practices in international trade that cause harm to the national industry. Measures will be taken regarding the investigation, commencing and completing the investigation, as well as verification and taking necessary measures regarding complaints about harmful practices in international trade that threaten the national industry.
